3 Day Trailblazing for PHA

 

Friday, May 22, 2015, it was early morning  when the Board of Directors and Secretariat set out to perform its responsibilities towards its hospital members. In a nutshell, the 3 days activities involved:

1. A visit to the Dr. Paulino J. Garcia Memorial Research and Medical Center in Cabanatuan City.  The visit was made more pleasurable with the attendance of the newly installed Chapter Presidents of the PHA for Central Luzon :

Dr. Ruben C. Flores thanked everyone for their active involvement and commitment to the ideals that PHA stand for.  He also reported the various initiatives that PHA has gotten involved with, most especially the hot issue of the day, which is the upcoming expiration on August 15, 2015 of the moratorium for the implementation of AO 2012-0012 on reclassification of hospitals, among other things. Dr. Flores gave the Chapter Presidents present a glimmer of hope by saying that through the efforts of PHA , various dialogues re the issues and concerns  have been done and that it appears that the escalating cries of hospitals have been heard.  Proof of the matter are :  the dialogues initiated by the PHA with the PHIC and DOH; the dialogue conducted by the DOH with all hospitals in recent months; the formation of a Task Force in DOH to discuss the Reclassification issues with Dr. Ruben Flores as Vice Chairman to Atty. Nick Lutero; the granting of the request for courtesy call and dialogue by Secreatry Garin with PHA in the morning of May 25, 2015.

From the main hospital, Dr. Hubert Lapuz, Medical Center Chief, brought them to the PGMRMC Extension in Talavera, Nueva Ecija.

The reception was ably and generously hosted by the hospital's Medical Center Chief, Dr. Hubert Lapuz, a PHA Director for Luzon. Dr. Lapuz briefed the group on the various information, highlights and accomplishments of the hospital:

The Philippine Hospital Association is deeply honored and consider itself blessed to have the unique privilege to be invited and attend the time honored tradition of holding the "Incorporation Day" of the Philippine Military Academy.

2. Saturday morning, May 23, 2015, it was again early morning when the PHA group proceeded to the Philippine Military Academy in Baguio.  PHA was extended an invitation by the PMA  to do the rounds of its new hospital wing and be  guests (with reserved VIP seats) during its "Incorporation Day". The PHA grabbed the unique opportunity and considered it an honour and blessing to be extended such an invitation. The Incorporation Day is sort of a rite of passage for the plebes where after having been given a reception every April 1 that signals the start of  their rigorous physical training, they will now be worthy to be called cadets. They can now mingle with the upper class men in all activities beginning with the privilege of joining the parade of honor during the Incorporation Day.

PMA Superintendent Lt. General Oscar Lopez led his Officers in extending the hospitality of PMA by receiving them in his office , giving them the rounds of the complex including their new hospital and allotting VIP seats to the PHA contingent led by no less its President, Dr. Ruben C Flores. Special thanks go to Colonel Cordoba who facilitated and coordinated the visit. He is the nephew of long time PHA supporter, Ms. Tess Machinski.

3.  Saturday afternoon, May 23, 2015, the PHA group proceeded to the Baguio General Hospital and Medical Center where Dr. Emmanuel F. Acluba is the Medical Center Chief II. The group was given a tour of the facility and Dr. Ruben Flores likewise gave a briefing to the key staff of the hospital as pertain to developments on some issues with the DOH and PHIC.

4.  Saturday, late afternoon, May 23, 2015, the PHA Board of Directors converged at the Forest Lodge of the Manor, for their Monthly Board Meeting. The meeting was called to order at 4:45pm and was adjourned at 9pm.

5.  Sunday, early morning, May 24, 2015, the PHA Board of Directors proceeded to the 2nd Floor Conference Hall of the Forest Lodge of the Manor for the Regional Conference for Regions 1, 2 and Cordillera Autonomous Region.  The highlights of the well attended conference (crowd overflowed and exceeded by half the expected participants) were:

a.  The report of the President, where updates on the ongoing dialogues with regard to AO2012-0012 was enumerated.
b.  The updates on the legislative initiatives of the PHA with the Congress and the Senate.
c.  The dialogues with the representatives from PHIC and DOH.
d.  The launching of the 2nd Year of the Hospital Best Practices in Infection Prevention and Control Awards.

During lunch time of the Regional Conference, the Election for the New Chapter and Council officers was made for Region 1, 2 and CAR.

6.  Sunday early evening, May 24, 2015, the PHA Board and Secretariat, after winding up the Regional Conferences began its long trip back to Manila, arriving at past midnight.

7.  Monday, early morning, May 25, the PHA Board was at the DOH grounds to beat the flag ceremony closing of the gates.  A dialogue with DOH Secretary Garin ensued at 9am. Dr. Ruben Flores outlined the clamours of its hospital members as pertains to AO 2012-0012. The formation of the Task Force on Reclassification headed by Dr. Nick Lutero and Vice Chaired by Dr. Ruben C. Flores can be interpreted as a positive indicator of things to come.  The Task Force has given itself the deadline of June 26, 2015 to submit their report and recommendations to the Secretary.

All for the glory of PHA, its Board has shown dedication and commitment.
